 The Government of the Republic of Tatarstan announced the contest for the development of a concept and master plan of the first ecodistrict in Kazan
An experimental ecodistrict will be created in Kazan for the first time. It will appear on a plot of 759 hectares on the territory of the former artillery base in Kazan’s Kirov district. A public international competition for the development of a concept and master plan for the ecoregion was announced today, July 5, by Prime Minister of the Republic of Tatarstan Aleksey Pesoshin, on behalf of President of the Republic of Tatarstan Rustam Minnikhanov.  
Architectural teams from around the world will be invited to participate in the competition. It is planned that they will work on this project together with local experts. The competition participants will have the task of developing the concept of an absolutely new area for the city, which will relay an extra-urban lifestyle in the city with maximum integration of development into the existing natural landscape. The project will be prepared taking into account the current General Plan of the urban district of Kazan.
Aleksey Pesoshin, Prime Minister of the Republic of Tatarstan: “Staging a public international competition for the development of the concept of a residential microregion in Kazan is an event unprecedented in its scale for a professional architectural community that allows applying the best world practices of urban planning. This is a unique case that will serve as a stimulus for the development and development of such a significant site for Kazan, which is larger than the Derbyshki residential area or Konstantinovka village for example. The experience of international experts, both contestants and jury members, will create a modern comfortable urban environment for living in this area, taking into account advanced architectural solutions. In addition, this work will positively affect the main aim of the Republican Support Fund – boosting the fund and meeting the needs of citizens and organizations affected by the bankruptcy of banks registered on the territory of the Republic of Tatarstan.” In September 2017, the President of the Republic of Tatarstan visited the project territory and commissioned a comprehensive intersectoral study to select the optimum model for development of the site. The work was led by the Republican Support Fund (RSF). The study was prepared by CENTER Agency for Strategic Development, which is acting as a consultant on the project. The idea of creating an ecoregion on this territory was approved at the June meeting of the Cabinet of Ministers of the Republic of Tatarstan. This research formed the basis for the specifications for the competition participants. The research can be found at www.researchkzn.ru. Ayrat Nurutdinov, Assistant to the President of the Republic of Tatarstan, Chairman of the Russian Support Fund Council: “President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov was set a task by the Republican Support Fund to find the optimum solution for the development of the site transferred to the Fund by the Ministry of Land and Property Relations of the Republic of Tatarstan for the fulfillment of statutory tasks. At our request, the CENTER Agency for Strategic Development conducted an analytical study, as a result of which an idea was proposed to create Kazan’s first ecoregion, which assumes an out-of-town lifestyle in the city. And we are now announcing the launch of a public international competition for the development of a concept and master plan for a new ecoregion in Kazan among the strongest design organizations and architectural bureaus from around the world, in order to identify the optimum vector for development of this area."   Both Russian and foreign consortiums may participate in the competition, which will include experts in the field of architecture and strategic consulting, who have experience in environmentally oriented construction and are capable of offering a comprehensive solution for development of the area. The competition proposals should include a strategy for functional programming, architectural and urban-planning concept and a framework financial and economic model.   Sergey Georgievsky, General Director of CENTER Strategic Development Agency: “We analyzed city-planning preconditions for development of the site, evaluated Kazan’s competitive environment in housing construction and the trends of the residential real estate market over the past few years, conducted a sociological study involving Kazan, showing the interest of citizens in a non-urban lifestyle, and also analyzed the world trends in environmentally-oriented construction. We are confident that this study will help the contestants present interesting and quality projects worthy of winning the competition.”   To take part in the competition, it is necessary to fill out an application on the official competition website www.contestkzn.ru before August 14, 2018, and at the first, qualifying stage, provide a portfolio of completed projects demonstrating relevant experience in the integrated development of areas. The second stage is devoted to work on projects. The 3 finalist teams will need to prepare and submit to the jury an architectural and city-planning concept for the development of the ecoregion, a framework financial and economic model for implementation of the concept until 2030, a detailed architectural and city-planning concept, and a draft design for the territory of the first stage of implementation.   The total prize fund for the competition will be up to 5,000,000 rubles. All finalists of the second stage will be awarded a contract for development of the concept. The winner of the competition will receive up to 3,000,000 rubles. The second place finalist will receive up to 2,000,000 rubles. Third place will gain up to 1,000,000 rubles.   The best solution will be chosen by a professional jury consisting of representatives of government bodies of the Republic of Tatarstan, and experts in the field of architecture and design, real estate, urban planning, economics, and landscape architecture. The jury was headed by Rustam Minnikhanov, President of the Republic of Tatarstan. It also included Mayor of Kazan Ilsur Metshin and Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Fayzullin.  
Competition results will be announced on November 7, 2018.
